I understand this, although the poster really doesn't express the concept very well - and the only reason I understand this is because I spent time aboard ship when I was in the Marine Corps. They are actually asking you NOT to leave the water running while you do those tasks depicted in the poster. For example: Wet yourself down, turn off the water, soap up, rinse off. = Navy Shower = Conserve Water.
