you consider them as pubs ? I always thought of them as restaurants.

I know, I never thought "I would ever run into an alc free Hard Rock Cafe......
Quite ironic
But when I watch the world, next thing that gets banned everywhere else in public will be Alcohol.

How does it work in Kuwait for alcohol; do they really not serve it, even in big fancy hotels?

Nope, not even there.
Only illegally and I don't know if that would be worth it.

Good question:
Saudi and Kuwait for sure.
Iran?
Allowed in Bahrain in certain Bars and Hotels.
In Qatar on ration cards and in Hotels (I think).
